Yes,
You can change the ini file to output the vprj file and than drag and drop the recording on comskip.exe to run comskip on the recording

Use your current comskip and feed it a quicksync file and see what happens.
If it can't decode the video it will tell you

May a combination of the logo detection to find the statics parts of the screen during commercials and use these as clue

The grey part turns out to have a gradient to prevent it from looking dull.
