The dictionary is using CC data and contains words that are only present in commercials to improve the scoring.

Comskip does not do and will not due queue management as many application that start comskip already do queue management

Normally you would run a single command file that checks every minute or so for recordings without the comskip output and if one is found comskip has to be started on such a file.
I don't use such a method so I do not have an example but it should be fairly simple to create such a command file

Did you try the cutting on logo changes?
Will not solve all problems as this requires perfect logo detection and this may be difficult.
Otherwise I have no suggestions

The only thing comskip can do is output a file in various formats with a list of where it thinks the commercials are
Typical the output file of comskip is used by a video player that uses it to skip over the commercials.

Suggest you manually make a test edl file and if that also fails to trigger skipping you ask for help in the MPLayer or Kodi fora

The reason for the "panic" message is an incompatible audio coding in the transmission format chosen by the broadcaster
This can not be solved with ini file settings.

The most obvious reason for not detecting anything is a ticker tape or otherwise permanently visible thingy on screen.

You will have to rebuild with less logo buffer but this make logo recognition less reliable

Comskip requires a fair amount of memory.
I guess there is insufficient memory in your NAS
