No need to tell comskip
Use your current comskip and feed it a quicksync file and see what happens.
If it can't decode the video it will tell you

No easy fix.
May a combination of the logo detection to find the statics parts of the screen during commercials and use these as clue
But for a single channel I'm not very motivated to implement......

The grey part turns out to have a gradient to prevent it from looking dull.

I'm building ffmpeg myself with reduced content (no encoders) under mingW as static libraries
The build environment on windows is extremely unstable so I can not explain how to set it up, I'm just happy I succeeded.
