I'm building ffmpeg myself with reduced content (no encoders) under mingW as static libraries
The build environment on windows is extremely unstable so I can not explain how to set it up, I'm just happy I succeeded.

No, because making negative value possible requires a substantial change in code due to an unfortunate design choice.

I'm dependent on a toolchain that no longer can create a working executable on windows 8.1 or earlier

Where did you get comskip from?

I don't see this "uncondionnal logo cutpoint" parameter.

Mmmm. Indeed missing in documentation.
Set
before_logo=999
or
after_logo=999
to create unconditional cutpoints when logo (dis)appears

Rease 0.82.010 done today. As of build 0.82.004 Comskip will only run on Windows 10 due to issues in msys/mingw used to build libavcodec. This is not something I can solve. From the release notes: Changes on 0.82.010 - Upgraded to latest build of ffmpeg decoders - Bug solved: Sometimes Comskip hangs...
