It can be downloaded from here

Changes in 0.79.19
- Converted the documentation from rtf to html format
- Improved identification of commercials
- Added a play_nice_sleep parameter to the ini file to allow configuration of the processor load
- Fixed a bug causing play_nice_start and play_nice_end in the ini file not to work .

how do i use the play_nice_sleep parameter in the ini file?

default is
play_nice_sleep=10
and you can set it to any value. Its the time comskip will sleep in miliseconds per frame processed, experiment to find the right value.
