Detect dynamic not static cutscreen

I have programming that utilizes a full screen logo with no black preceding and the logo never stops moving. So it would seem the cutscreen approach won't work. What ini settings would help to start a commercial skip by detecting a 3 second dynamic logo?

A fullscreen logo moving for some seconds (I assume this is the same as a short video clip, always exactly the same???) can be detected by cutsrceen, even if it moves.
This because cutscreen works on individual frames and compares them to a stored image for the frame
