what do the numbers in the .edl file mean?

I use kmttg to download from my TiVo to my MAC. the commercial detector makes an edl file which looks like in and out points. I can't figure out what the numbers mean. Are the frames? or times? Any help would be appreciated. As I would like to edit the commercials in Quicktime.

Each line contains
start time in seconds of the identified commercial, end time, 0 to signal it should be skipped during playback.
