EDL File - are the numbers timestamps in seconds?

EDL File - are the numbers timestamps in seconds?

I have generated .edl file during a parallel process in nextpvr and it has generated the below string within the .edl file

0.00 19.84 0
329.64 331.16 0

Am I correct in assuming these are timestamps in seconds? if so - how do I explain a 1 second commercial?

The last line is not a commercial but to define the duration of the show.
This is needed for some reasons so I added this info.

And yes, its in seconds.
