I noticed there was no updates for over a year and I am wondering if comskip is a dead project?

It still being used by many many users and (apart from a request for a special codec) there are no open issues.

I would say comskip is not going to update for 4k as many people still don't use it as their city is waiting on final implementation of atsc 3.0. TVs don't even have tuners for it yet. I am guessing comskip will be open sourced when development stops like most creators do. I noticed myself that sometimes older version seem to work better at removing commercials. I hope someone develops a complete solution for commercial removal that will be AI like and learn what is commercial by itself.
