ComskipINIEditor.exe not working

When I try to run ComskipINIEditor.exe a dos windows opens up and a list of steps run. But it happens so fast I can't see what occurs. But no application window opens. Nothing opens or starts . The Event logs shows nothing. There also isn't a log file. So i have no idea what is going on. Manual talks of a log file but i couldn't find it.
