detecting commercials on a portion of the picture

I know of the option to ignore the ticker tape, but the channel I want to get working has both a ticker tape along the bottom and a 150 pixel section on the right.

Is there a setting that will constrain the detection to a subset of the image other than the ticker_tape setting?

No,

The only solution would be to set
border=150
That will considerably reduce the processed picture but it may still be sufficient
